From a practical point of view, 4ms is as good as 1ms in terms of the input lag.
240Hz displays which currently have a resolution of 1920 x 1080p, 4K displays can only now achieve an enormous 60Hz resolution. Right now DisplayPort 1.4 is the only cable to handle the 4K 144Hz bandwidth.
